1. To start the free-well transmigration of 100000 collective farmers and other Azerbaijanis from the Armenian SSR to Kura-Araks lowland of Azerbaijani SSR during 1948-1950: 10000 people in 1948, 40000 in 1949 and 50000 people in 1950.
2. To oblige the Council of Ministers of the Azerbaijani SSR and the Council of Ministers of the Armenian SSR:

1. to organize the interpretation of terms and privileges given to migrants into Kura-Araks lowland of the Azerbaijani SSR among collective farmers and other Azerbaijani population.
2. to provide the complete settling with collective farmers-migrants by the collective farms on the drawn of their work-days at the rate provided by the output plan of collective farms at the least than 10 days before their departure.
3. to provide the transportation of migrants s personal property, cattle and poultry.

3. To oblige the heads of ministries and departments, plants and factories to relieve the persons transmigrating from Armenian SSR into Kura-Araks lowland of Azerbaijani SSR of their position.
4. To determine the following privileges for the Azerbaijani population transmigrating into Kura-Araks lowland of the Azerbaijani SSR:

1. to provide a free fare and transportation of cattle and property 2 tons in number for every family.
2. to disseminate the Decree of CEC and CNC of USSR of november 17, 1937 115/2043 “ About the privileges on farming transmigration” excepting the privileges on obligatory supply of milk on the collective farmers transmigrating into Kura-Araks lowland of Azerbaijani SSR.
3. to pay out the irretrievable money benefits at the rate of 1000 rubles to the head of the family and 300 rubles for every member of the family.
4. To sell for cash food gain at he rate of 1,5 centner to the head of the family and 0,5 centner for every member of the family.

5. To permit Azerbaijani population transmigrating from Armenian SSR into Kura-Araks lowland of Azebaijanian SSR to deliver to supplying organizations the agricultural products ( grain, potato ) and the cattle prohibited for removal because of quarantine conditions in the places of going out with the right of receiving the same quantity of products and cattle in the places of installation.
6. To oblige the Agricultural Bank:

1. a. to give out the credit for the building of dwelling houses and adjoining the farm-house constructions at the rate of up to 20000 rubles for the one housekeeping
2. b. to give out the long term loans at the rate of 3000 rubles for a family with time to run up to 5 years begining from the third year of getting a loan to the indigent migrants to acquire a cattle.

7. To oblige the Ministry of Communication:

1. a. to provide a transportation of Azerbaijani population, their property and cattle to Azerbaijanian SSR in equipped and disinfected carriages on the requisitions of Armenian SSR s Council of Ministers by specially formed body.
2. b. to lodge the carriages by the Administration of the railway in concordance with time-schedule approved by the Ministry of Communication, Council of Ministers of Azerbaijanian SSR and the Council of Ministers of Armenian SSR without any fares in the places of migrant’s going out. Lodge money accounts for the transportation of the Azerbaijani population in centralized order on the bills rendered by the Administration of the railway.

8. To oblige the Ministry of Public Health of USSR to provide a medical inspection of all migrants in the places of their going out and also their medical- sanitary inspection throughout the entire journey.
   To separate out the staff and essential medicines for accompaniment of the body.

9. To oblige the Ministry of USSR s Finance to envisage the resources in the budget of Azerbaijanian SSR for 1948 year necessary for providing of Azerbaijani population s transmigration from Armenia to Azerbaijan.
10. To oblige the Council of Ministers of Armenia SSR and the Council of Ministers of Azerbaijani SSR to execute the Decree within a mounth and jointly develope the concrete measures for providing the population s transmigration and arrangement in Kura-Araks lowland of Azerbaijani SSR transmigrating from Armenian SSR and then report on it to the USSR Council of Ministers.
11. To permit the Council of Ministers of Armenian SSR to use the buildings and dwelling houses forsaking by the Azerbaijani population because of their transmigration into Kura-Araks lowland of Azerbaijani SSR for the settling of foreign Armenians arriving to Armenia.
