Occupation of the Kelbajar region of Azerbaijan
by Armenian armed forces

The struggle of the Azerbaijani people for the creation of an independent state was difficult and has been engraved on its memory as the one marked by the bloody and disastrous crimes committed by the Republic of Armenia against our country.

Under the protection of the pro-Armenian leaders of the Soviet regime the Republic of Armenia, having made territorial claims, waged an unjust war against Azerbaijan, seizing the Nagorno-Karabakh and seven other regions around it, including Kelbajar.

The Kelbajar region (area 1936 sq.km, population - 58000), which is situated out of the Nagorno-Karabakh region of Azerbaijan, was occupied at the end of March - beginning of April 1993 by the armed forces of Armenia, which carried out there ethnic cleansing, as a result of which the local population was forced to leave native lands, becoming displaced persons. Overnight from April 7 to 8, 1992, as a continuation of the Khojaly tragedy, Armenian fascists set on fire the village Agdaban of the Kelbajar region, tortured 779 peaceful villagers and completely burned 130 houses. There was no limit to the brutality of the Armenians. 67 people were killed, among them 8 elderly people at the age of 90-100 and 2 children, 7 women were burnt alive, 2 people were reported missing, 12 people were heavily wounded.

The fact of participation of the Republic of Armenia in the conflict, and particularly, in the occupation of the Kelbajar region was confirmed in the book by the non-governmental organization "Human-Rights Watch/Helsinki" "Azerbaijan. Seven Years îf Conflict in Nagorno-Karabakh" (New York, 1994, pp. 67-73). Moreover, during the presidential elections in Armenia in 1998 the mobile ballot boxes were carried over national borders of the Republic of Armenia to collect votes of the Armenian soldier posted to the region of Kelbajar. This was reflected in the Final Report of the OSCE Bureau for Democratic Institutions and Human Rights on presidential elections in Armenia on March 16 and 30, 1998, prepared by the ODIHR on April 10, 1998.

It is already more than 10 years that the population of the Kelbajar region found temporary refuge in 707 settlements of 56 other regions and cities of the Azerbaijan Republic and live under unbearable conditions in tents, dug-outs, farms, at the sides of the roads, in administrative buildings.

Despite that it has been living under difficult and unbear-able conditions, the population of the Kelbajar region nurtures the dream of its return to its native lands and believes that under the leadership of the President of the Republic of Azerbaijan Mr. Heydar Aliyev the Armenian-Azerbaijani conflict will be settled by peaceful means.

The data given in this compilation are not pure statistics only. Behind the statistics and photos there are tragic lives of tens of thousands of people who became refugees having been ousted from the lands of their forefathers, where they lived for centuries.

This statistics reflects the work of several generations of the Kelbajar inhabitants who built up the town of Kelbajar and the world famous health resort Istisu, which were plundered by the Armenian aggressors who seized the property of 129 villages in the Kelbajar region and moved it to the aggressor-state Armenia. Nobody has the right to forget this, as long as there are warmongers, who have their eyes on the lands of others and crave for shedding human blood.
