Statement of the Ministry of Foreign Affairs of the Republic of AzerbaijanAzerbaijan has repeatedly expressed its deep concern with the actions, which Armenia carries out in the occupied territories of Azerbaijan; that is not even concealed by the Armenian side, cynically stating about realization of this policy, including establishment of illegal settlements, exploitation of natural resources, etc.Azerbaijan has spoken about all of this at the highest level. These facts have been addressed in the statement of the President of the Republic of Azerbaijan at the 59th session of the United Nations General Assembly (UNGA), as well as in relevant letters of the Minister of Foreign Affairs of the Republic of Azerbaijan to his colleagues, whereby the attention of the international community was drawn to the current situation, which is not only unacceptable due to its illegality, but also is extremely dangerous, as fraught with far-reaching consequences in the context of the process of the conflict settlement.As it was before, Azerbaijan is going to use entirely the resources of peace settlement of the conflict on the basis of the norms and principles of international law and aimed at continuation of the negotiations within the framework of the OSCE Minsk process.Azerbaijan has already underlined the benefit of four meetings of the Ministers of Foreign Affairs of Azerbaijan and Armenia in Prague and expressed its regret concerning delay of the next meeting in Prague, which has arisen, as it is known, in view of the request of Armenia to analyze and comprehend the results of the previous four meetings.Azerbaijan expresses its concern with obvious attempts of the Armenian side to break the advances achieved during the Prague meetings. These attempts are clearly manifested in the statements of the leadership of Armenia, traditionally falsifying and distorting the essence and estimation of occurring events.Being interested in effective continuation of the Minsk process and with a view to prevent the actions carried out by Armenia on the occupied territories, which make a negative impact on negotiations and contradict to the Geneva Conventions of 1949, the Republic of Azerbaijan initiates the inclusion of an item entitled "The situation in the occupied territories of Azerbaijan" in the agenda of the 59th session of the UNGA.The purpose of this initiative is the consideration within the United Nations of the existing situation, which is unacceptable and inadmissible for the whole international community.Foreseeing the regular insinuations of the Armenian side, it should be emphasized that Azerbaijan stands for continuation of the negotiations within the framework of the Minsk process and does not turn the settlement of the conflict to other channel.Azerbaijan aspires to prevent attempts of the Armenian side to predetermine the outcome of the settlement by illegal actions on the occupied territories and hopes for the support of the United Nations and the entire international community.The durable peace can be built only on the solid basis of the norms and principles of the law and justice, and not arbitrariness and historical falsifications.October 20, 2004 |
